Because of a lack of participation, the TCAA had earlier considered disbanding the organic zation or at least cutting back on the frequency of meetings. The renewed interest in the TCAA could be attributed to the recent controversy over building a prison in Tolar and the obvious need to bring other more acceptable economic development to the area.

"I stand in amazement at the amount of energy that went into protesting building a prison in Tolar. "I also see a million dollars take wing and leave our small, needy community. Money that will be needed not in my term as mayor, but in years to come. "In regards to Jan Hoover's presentation last Sunday, one issue was not men- tioned.

That was the feelings of those who made the bus trip to Henderson to tour the Bradshaw State Jail. Many believed our community could have made a difference in the education of the prisoners so they might not return to a life of crime. "Every city council member who took the trip spoke about the opportunity our community might have to minister to the prisoners and help them have a chance to create a new way of life. "It is really difficult for me to believe we missed an opportunity to show Christian charity to those prisoners, who need it most I am also disappointed our local churches didn't investigate this opportunity. I know we are not biased against our fellow human beings.

"There are many people who do not understand the council's action in at least pursuing the prison project What would have happened if the opportunity had presented itself, and the council dismissed it out-of-hand, without even considering it's merits? "I think the community would have questioned our right to do so and also our responsibility to the citizens of Tolar. They expressed their opinions in an open forum and carried forward an American tradition of freedom of speech and the right of expression. The city now faces an election and, for certain, Tolar residents will hear a cacophony of claims, counter-claims and accusations before the people of Tolar speak their minds with their vote. The good thing about elections is they end and only come around about every two to four years. Whatever the results, the city and the community will survive.

People will carry on with what is important to them and new perspectives about ourselves will surface. The wounds will heal and the antagonisms will disappear. The April 5 meeting was attended by one of the largest number of peoplsince the organization was established almost four years ago. In addition, an economic development committee was established.
